Cuyahoga County cities may someday merge under budget pressures, with county support

On the West Side, Bay Village, Fairview Park, Lakewood, North Olmsted, North Ridgeville, Rocky River and Westlake are considering creating a consolidated fire district. On the East Side, Beachwood, Euclid, Shaker Heights, South Euclid and University Heights have agreed to share police personnel, services and equipment in emergencies.

But the biggest step -- merging -- remains a huge political challenge, said Jerse, who has met with mayors across the county.

"You're going to need some strong leadership on a local level and a lot of courageous mayors," he said.
